According to the data from the residents’ registration office in Wrocław from December 2008, there were 3800 foreigners who registered their residence in the city.  It is assumed that as early as then the number might have been underestimated by five times.

According to legal definitions, "a foreigner is any person who does not hold Polish citizenship" (Article 2 of the Act of June 13, 2003 on Foreigners, a supplement to the Polish Citizenship Act of April 2, 2009). According to the definition given in the Geneva Convention of 1951  relating to the status of refugees and the annexed New York Protocol  of 1967  a refugee is a person who owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to return to it.
